Graciano P. Yumul, Jr. D. Sc., Undersecretary for Research and Development of Department of Science and Technology (DOST) sent out a memorandum to all heads of DOST agencies and research and development institutions last 27 February 2012.
The memorandum gives out information about FILCOLS and it also contains copies of primer and membership application form of FILCOLS.
