IPO PHL Vision 2020 - 3D IP

Masarap manonood ng pelikulang 3D dahil parang nasa loob ka mismo ng mga eksena, kasama mo ang mga bida at siyempre pati ang mga kontrabida. Pag nalaglag ang bida mula sa helicopter niya, parang ikaw na rin ang nalalaglag. Mapapakapit ka pa nga sa sarili mong upuan kung minsan.

Parehas ang 3D effect na ito (hindi ‘yong laglagan) sa vision ng Intellectual Property Office of the Philippines (IPOPHL). Pagdating ng taong 2020 ay 3D na rin ang IP sa buong bansa. Ibig sabihin ng 3D ay demystified, development-oriented, at democratized IP system.

Alam natin na ang terminong 20/20 ay tawag ng mga doktor sa mga indibiduwal na malinaw ang paningin.

Gusto ng IPO PHL na pagdating ng taong 2020 ay 20/20 rin ang linaw ng pagtingin ng mga Pinoy at Pinay sa IP. Malinaw at 3D pa!

Bakit demystified IP? Ang IP ay madalas na nababangit lang pag me mga abogado sa paligid o kaya ay mga law student. Parang usual tsikahan lang nila ang mag-usap tungkol sa IP, pang-intellectual lang kaya etsa-puwera muna tayong mga mortal na tao.

Hangad ng IPOPHL na matunaw na nang lubusan ang mystery sa IP at maipaliwanag ito nang simple sa mga simpleng tao rin. Tutal ang IP naman talaga ay malapit sa atin, ika nga IP is everywhere.

Kaya naman, nagsasagawa ang IPOPHL ng mga libreng seminar para ipaliwanag sa ordinaryong tao ang Patents, Trademarks, at Copyright. Ang mga copyright-based organization tulad ng FILCOLS o Filipinas Copyright Licensing Society ay may free seminars din na “IP Made E-Z” at ka-partner nito ang Copyright Support Services ng IPOPHL.

Bakit development-oriented? Dahil nakatali sa batas at mga procedure ang mga abogado, madalas na nangyayari pagdating sa IP ang litigation o pagdadala sa korte ng mga ilegal na gawaing may kinalaman sa IP. Dahil mahaba at matagal ang litigation, nakatali ang lahat sa usapin sa korte.

Hangad ng IPOPHL na makapokus sa pag-usad at pag-unlad. Ibig sabihin, dapat lang na maging mas bibo pa ang nabanggit na ahensiya sa development aspects ng IP. Dahil ang development ay prosesong dinamiko tungo sa pagiging mas mahusay.

Halimbawa, upang mapabilis ang resolutions ng mga IP conflict na nakatengga sa mga korte ay nagtayo ng mekanismo ang IPOPHL. Ito ay ang mediation proceedings. Pinakahuling nasolusyunan sa pamamagitan ng mediation ay ang 4 na taong kaso ng kainan na Binalot vs. Nid’s Binalot. Sa loob lamang nang halos dalawang buwan ay natapos ang kaso at pumayag ang Nid’s Binalot na palitan ang kanilang pangalan dahil nauna at mas may karapatan ang Binalot sa trade name nito.

Bakit democratized? Ibig sabihin ang IP ay para sa lahat at dapat abot ng lahat ng Pinoy at Pinay. Hep, hindi lang ng mga taga-Maynila kundi ng lahat ng nasa Filipinas. Dahil dito ay nagtayo ang IPOPHL ng mga regional office para hindi na magastusan pa ang mga tao na nais magparehistro ng patent, trademark, at kanilang mga copyrighted work sa pagluwas sa Maynila. Ang mga regional office ay matatagpuan sa Angeles City, Baguio City, Cagayan de Oro City, Cebu City, Davao City, General Santos City, Iloilo City, at Legazpi City.

FILCOLS Member Jun Cruz Reyes Launches a Book and A Number of Art Works

Jun Cruz Reyes is back in the art scene. He is mounting his fifth one-man exhibit called “Ang Huling Dalagang Bukid at ang Autobiography na Mali” on June 14, 2011, 6pm at the Crucible Art Gallery, 4th floor, Building A, SM Megamall, Mandaluyong City. He is exhibiting his latest works in pen and ink featuring the Dalagang Bukid series, inspired his childhood in his hometown, Hagunoy.

Another highlight of the event is the launching of his book of the same title published by Anvil Publishing. It has the same theme with his artworks and more, written in his trademark use of street language in expressing his characteristic wit and humor.

Reyes, mainly known as a fictionist through his prose works “Utos ng Hari” and “Tutubi, Tutubi…,” is a versatile writer and has been awarded by different literary institutions such as the Don Carlos Palanca Memorial Awards for Literature, the National Book Awards, Komisyon sa Wikang Filipino among others for his poetry, non-fiction, short stories, and novels. To date, Reyes has authored ten literary books, nine of which are either award-winning or recipient of literary grants.

He has also shown his versatility in other fields like painting, drawing, and film making, where he won in the 1986 Catholic Mass Media Awards for his film documentary. The multi-talented artist had his last one-man show last 2000 where he featured his painting and sculptured chairs together with the launch of the novel “Etsa-Pwera,” which won first prize for the novel in Filipino at the Philippine National Centennial Literary Awards in 1998.

Reyes is currently teaching creative writing courses at the University of the Philippines. He is also a fellow of the prestigious UP Institute of Creative Writing.

IP Code of the Philippines

Binuo ang Intellectual Property Code of the Philippines upang maging angkop ang ating batas sa pagdating ng mga bagong teknolohiya tulad ng computer softwares at mga bagong International Laws tulad ng WIPO Internet Treaties.

Mas kilala bilang IP Code, ito ay inaprubahan ng Kongreso noong June 6, 1997. Ang IP Code ay mula sa dalawang pinagsamang panukalang batas. Ito ang Senate Bill No. 1719 na pumasa sa Senado noong June 4, 1997 at ang House Bill No. 8098 na pumasa sa House of Representatives noong June 5, 1997.

Nagkabisa ito bilang batas noong Jan. 1, 1998. Ibig sabihin lahat ng mga naunang batas ukol sa IP ay wala nang bisa. Tulad ng Republic Act 165, ang batas na nagtayo ng Patent Office noon pang 1947! At ang Presidential Decrees ni Marcos noong 1970s.

Ang IP Code ang siyang nagtatag sa Intellectual Property Office of the Philippines. Ang ahensiyang ito ng gobyerno ang “master” pagdating sa pagpapatupad ng IP Code sa ating bansa.

Nakapaloob sa IP Code ang Law on Patents; Law on Trademarks, Service Marks, and Trade Names; at ang Law on Copyright.

Sa loob ng ahensiya ay bumuo rin ng Bureau of Patents at Bureau of Trademarks. Ang dalawang ito ang siyang tumatanggap ng mga application mula sa nais magparehistro ng kanilang mga imbensiyon o tatak na ginagamit sa negosyo. Siyempre kasama sa trabaho ng dalawang bureau na ito ang mag-research o mag-usisa sa mga application, magbigay ng mga sertipiko o katibayan, at magsumite ng mga panukala para mapaganda pa ang takbo ng ahensiya at para mapaganda pa ang batas.

Bilang tugon sa mga concern sa Copyright, nagtayo rin ng Copyright Support Services Unit ang ahensiya. Ang grupong ito ang tumutulong na malutas ang mga problema ng iba’t ibang Copyright-based sectors.

Katuwang nila ang National Library at ang National Book Development Board sa pagbibigay-serbisyo sa authors, publishers, at copyright-related organizations.

Mahalaga ang papel ng IP Code at ng IP Office of the Philippines dahil sila ang nasa front line para makarating ang Pilipinas sa makabago at mas epektibong daan sa pag-unlad: ang IP bilang economic driver.

Di tulad noon na lupa ang source of wealth, ang mga IP tulad ng software, movies, music, medicines, electronic gadgets, at books ang pinagmumulan ng kita ng mauunlad na bansa ngayon.

Oo, kasama rito ang mga libro dahil ang mga bagong nobela ang nagbibigay-daan sa paggawa ng mga bagong pelikula tulad ng Harry Potter series, Twilight series, at Diary of a Wimpy Kid series. Maliban sa kita sa pisikal na libro ay may kita rin sa movie versions.

 
Isipin na lang natin kung may Pinoy author na makakasulat ng mga bagong nobelang maibebenta sa buong mundo at gagawing pelikula na panonoorin sa buong mundo, maraming Pinoy at Pinay ang magkakaroon ng trabaho dahil dito.

UMPIL'S RIZAL SESQUICENTENNIAL LITERARY CONFERENCE FOR TEACHERS

As a commemorative event and significant part of its annual convention, the Unyon ng mga Manunulat sa Pilipinas (UMPIL) will hold the Rizal Sesquicentennial Literary Conference for Teachers on 25-27 August 2011 at the Claro M. Recto Hall, College of Arts and Letters, Rizal Building, College of Arts and Letters, University of the Philippines, Diliman, Quezon City.

Guest of honor is National Artist for Literature Bienvenido Lumbera.

On 25-26 August (Thurs-Frid), respected scholars will deliver papers on the works of Jose Rizal, each one assigned a particular literary genre and is expected to give new insights on the subject. Dr. Soledad S. Reyes (Ateneo de Manila) tackles the novels, Dr. Virgilio S. Almario (UP Diliman) the poems, Dr. Paul A. Dumol (University of Asia and the Pacific) the plays, and Dr. Ambeth R. Ocampo (Ateneo de Manila and UP Diliman) the essays. To further inspire the teachers find new methods of teaching the Rizal course, veteran educators will demo-teach on the novel and poetry (Prof. Danilo Francisco M. Reyes), plays (Dr. Jerry Respeto), and essays (Dr. Corazon Lalu-Santos).


On 27 August (Sat), the annual UMPIL members convention features the Panayam Adrian Cristobal (public intellectual lecture series), a booklaunch, a literary forum, and the Gawad Pambansang Alagad ni Balagtas. All the previous recepients of the Gawad are invited to attend this whole-day event.


The event is made possible by the support of the Adrian Cristobal Foundation, UP Institute of Creative Writing, and the UP College of Arts and Letters. The Office of the Chancellor-UP Diliman and the Commission on Higher Education (CHED) and the Department of Education (DepEd) endorse the conference.


UMPIL members, teachers, and other interested parties are encouraged to participate in the conference as well the convention. The Conference has a registration fee of P3,000 and the Convention a lesser amount for new and current organization members.

Free Lecture Opens LIRA Poetry Clinic

On June 4, 2011 (Saturday), the annual Filipino poetry clinic of the Linangan sa Imahen, Retorika, at Anyo (LIRA) kicks off with a lecture by National Artist for Literature Virgilio S. Almario, also known as the poet Rio Alma. The lecture titled "Reklamasyon sa Pambansang Gunita" will be held at 1:00 PM in Room 201 of the College of Arts and Letters New Building in UP Diliman, Quezon City. The lecture is free and open to the public.
