FILCOLS Talk at the Artipulo Festival 2013 with FILVADRO


FILCOLS' Executive Director Alvin J. Buenaventura delivered a talk on copyright as human right last 23 February 2013 at the Event Center, 3L, SM City Masinag, Antipolo. His talk was part of the Copyright Orientation Forum that was intended to help the community of artists deepen their knowledge about intellectual property and copyright. FILCOLS partner Siyudad ng Antipolo Artists Guild (SINAG) headed by visual artist Rizaldy Arbozo organized the event as part of the Artipulo Festival 2013. The Festival is the city's contribution to the nationwide celebration of the National Arts Month this February.

After Buenaventura's engaging lecture, a FILCOLS member went up the stage to talk about the process of writing. Beverly Siy also shared some stories from her life (hardships included) as a creative writer in the Philippines. After FILCOLS' presentation, the FILVADRO team conquered the stage.

FILVADRO or Filipino Visual Arts and Design Rights Organization was represented by its president Miss Karen O. Flores. She talked about artists' rights and introduced the concept of collective management as a service for the visual artists. A short animated film also helped in introducing FILVADRO to the audience which was composed of teachers, students, writers and artists from the province
of Rizal.

Then came the open forum. Miss Flores was joined by Atty. Mark Robert Dy, a creative industries consultant. He is also FILVADRO's legal counsel. Together, they answered queries from the audience and addressed the issues that were presented by some members of the audience.

The event ended with an invitation for membership from FILCOLS and FILVADRO and the distribution of certificates for all the participants.

This event was made possible through the efforts and generosity of SINAG and SINAG Viva Art Group in cooperation with SM City Masinag.

Filipino authors and educational institutions to benefit from new Copyright Bill



“The new Copyright Bill will help authors receive just compensation for the use of their writings. It will also make educational institutions respect copyright,” Dr. Isagani R. Cruz said in support of the Intellectual Property Office of the Philippines (IPOPHIL). IPOPHIL leads several stakeholders in encouraging Pres. Noynoy Aquino to sign the bill into law.

Dr. Cruz is the chair of Filipinas Copyright Licensing Society (FILCOLS), a not-for-profit organization of Filipino authors, publishers, and other copyright owners. FILCOLS has been working since 2009 to change the Fair Use provision in the IP Code from “multiple copies for classroom use” to “limited copies for classroom use.”

The old provision allowing “multiple copies for classroom use” was the excuse used by many educational institutions to violate the rights of authors. Due to the massive and systematic photocopying of copyrighted works for internal use of educational institutions, numerous Filipino authors were deprived of royalties. FILCOLS considers unlicensed photocopying as theft of intellectual property.

Every school year, educational institutions allow millions of students and their teachers to violate the rights of authors.
    
“FILCOLS believes in the balancing of rights. We agree that some use may be within Fair Use, but we know that in practice the systematic, massive photocopying goes beyond what is fair to authors and publishers. For this reason, The Manila Times College, which I also head as president, was the first institutional licensee of FILCOLS and the first school to be copyright compliant,” Dr. Cruz stressed.

As part of the K to 12 reform program, the Department of Education (DepEd) set a good example of respect for intellectual property when it successfully obtained a license from FILCOLS allowing public school students to use copyrighted materials in Grade 1 and Grade 7 modules.

Registration is now open for Adarna House's summer workshop: bookmaking for kids.
In this workshop, kids will make their own books starting with their own story, drawing their own illustrations, and designing their own book cover. This workshop will be facilitated by FILCOLS Member Annie Lumbao, member of Ang Ilustrador ng Kabataan (Ang InK) and author of But That Won’t Wake Me Up!, winner of the Filipino Readers’ Choice Award 2012 for the children’s picture book category!

Virgin Labfest YEAR 9 is now open for script submissions

The Virgin Labfest YEAR 9 is now open for script submissions. The Virgin Labfest is an annual festival of unpublished, unstaged, untried and untested works for the theater held in the middle of the year (June to July) at the Cultural Center of the Philippines. This festival is a partnership project of the Writer's Bloc, Inc., Tanghalang Pilipino, Inc. and the Cultural Center of the Philippines. 

This year, the Virgin Labfest will choose nine (9) "virgin" one-act plays and one (1) full length play.

The Virgin Labfest is open to submissions of the following written works:

1. one-act plays, 
(maximum running time: 40 minutes)

2. full-length plays, 
(minimum running time: 1 hour 20 minutes; maximum running time: 2 hours)

3. All submitted works must NOT have previously been

- published in book form;
- staged commercially for more than two performances (staged readings, one-time workshop productions are allowed);
- awarded any literary or drama recognition in competitions and the like

4. works may be in Filipino or English.

The festival is open to various themes and genres. While we continue to uphold this principle, this year, however, the Virgin Labfest hopes to include works that fall into these categories:

1. Regional Language plays: plays written in Hiligaynon, Cebuano and/or Ilocano. 

2. Plays for children (special venue)

Books: Inquirer lists FILCOLS Board Member Kilates’ fourth poetry book as one of the top 10 in 2012

Along with books on Bin Laden and Facebook by Maria Ressa, the Supreme Court by Marites Danguilan Vitug, National Bookstore’s Nanay Coring by Yvette Fernandez, a thriller by William Landay, and a love story by David Levitham, Marne Kilates’ latest book of poems was listed in the “Top Ten Books of the Year” of the Philippine Daily Inquirer.

Kilates is a member of the Board of Unyon ng mga Manunulat sa Pilipinas (Umpil).

In the Inquirer’s literary yearender (Dec. 31, 2012), writer and poet Ruel S. De Vera cited Kilates’s Pictures as Poems & Other (Re)Visions (University of Santo Tomas Publishing House) as the year’s apparent best in poetry, saying that “Images and verses come together magically in Kilates’ fourth collection of poems. This time, the poems consider and complement works of visual art, as Kilates’ precise poetry succeeds in its goal to bring the poems and their subjects to life.”

De Vera goes on to say that “One only has to savor poems like ‘Crossing Galilee with Delacroix & Mandelstam’ and ‘That Luna Woman’ to understand why Kilates is simply one of our best poets writing in English today.”

UST holds 5th national criticism workshop, calls for submissions

The University of Santo Tomas is now accepting applications to the 2013 UST J. Elizalde Navarro National Workshop in Criticism on the Arts and Humanities to be held in Baguio City from May 26 to June 1, 2013.

The workshop is endowed and organized by the Varsitarian, the 84-year-old official student publication of UST. It is held in honor of the late Nationalist Artist for the Visual Arts and art critic J. Elizalde Navarro, who was art editor and critic-poet of the Varsitarian during his student days. This year’s workshop is cosponsored by the National Commission for Culture and the Arts (NCCA).

Fellowships will be given to 12 promising young critics who would like to enhance their analytical, research and writing skills. To be considered for the fellowship, applicants should submit a scholarly, properly documented critical essay (15-25 pages, double-spaced, 12-point font) on the following art forms (painting, sculpture, architecture, dance, drama, music, film, photography and literature) on or before March 15, 2013.

Books and Papers from The Personal Library of Nick Joaquin

The Ateneo de Manila University’s Rizal Library, in cooperation with the Department of Interdisciplinary Studies, will open to the public, “Ex Libris,” an exhibition of books and papers from the personal library of National Artist for Literature Jose Garcia Villa, on Feb. 7, 2013, 4:30 pm, at the Pardo de Tavera Room of the Rizal Library Special Collections Building.

On display will be rare Filipiniana, ephemera, and documents from a
donation by the Estate of Villa to the Rizal Library.

The exhibition will run until May 30, 2013. The exhibit is open Monday to Friday, 8 am to 5 pm, and Saturdays, 8 am to 12 noon.

FILCOLS Founding Chair is the new head of the Komisyon sa Wikang Filipino

National Artist for Literature Virgilio S. Almario (the poet Rio Alma), chairman emeritus of the Unyon ng mga Manunulat sa Pilipinas (Umpil) and the founding chair of FILCOLS, was sworn in early evening of Jan. 29, 2013 as the new chair of the Komisyon sa Wikang Filipino (KWF).

Executive Judge Fernando T. Sagun Jr. of the Quezon City Regional Trial Court administered Almario’s oath at the Bulwagan ng Hustisya, Quezon City Hall. Malacañang released Almario’s appointment last January 23, 2013.

Aside from the chairmanship, Almario will hold representation of the Tagalog language in the commission.

Ikinalulugod na inaanyayahan ng Adarna House at Kagawaran ng Filipino ng Ateneo de Manila University ang lahat ng guro, mananaliksik, at mag-aaral ng wika at panitikang Filipino sa paparating na Ikalawang Pambansang Kumperensiya sa Pagtuturo sa Filipino. Gaganapin ang kumperensiya sa ika-3 hanggang ika-5 ng Abril, 2013 (Miyerkoles hanggang Biyernes) sa Escaler Hall ng Ateneo sa Loyola Heights, Quezon City.

Ang kumperensiyang ito ay iikot sa temang Wika at Panitikan sa Silid-Aralan. Si Virgilio S. Almario, bagong puno ng Komisyon sa Wikang Filipino at ang punong tagapagtatag ng FILCOLS, at si Dr. Isagani Cruz, ang kasalukuyang tagapangulo ng FILCOLS, pambansang sangguni sa K-12 ng Kagawaran ng Edukasyon, ang mga magsisilbing tagapagsalitang pandangal. Papaksain ni G. Almario ang halaga ng wika sa pagtataguyod ng kultura at pambansang pagkakakilanlan, habang tatalakayin naman ni Dr. Cruz ang usapin ng wika sa kurikulum ng basic education.

“AMBAGAN 2013: Kumperensiya sa Paglikom ng iba’t ibang Salita mula sa mga Wika sa Filipinas”


Sa pakikipagtulungan ng Ateneo Institute of Literary Arts and Practices (AILAP) at ng Kagawaran ng Filipino ng Paaralan ng Humanidades ng Ateneo de Manila University, nag-aanyaya ang Filipinas Institute of Translation (FIT) sa mga iskolar, guro, at masusugid na tagapagtaguyod ng wika na magpása ng abstrak para sa gaganaping “AMBAGAN 2013: Kumperensiya sa Paglikom ng iba’t ibang Salita mula sa mga Wika sa Filipinas” sa ika-25, 26, at 27 ng Hulyo 2013 sa Ateneo de Manila University.
Ang proyektong AMBAGAN ay proyekto ng FIT na ginaganap tuwing ikalawang taon mula noong 2009. Ang pinakaunang kumprensiya nito ay ginanap noong ika-5 at 6 ng Marso 2009 na kinatampukan ng mga panayam ng mga eksperto hinggil sa mga salita mula sa mga wikang Bikol, Cebuano, Hiligaynon, Ilokano, Ifugao, Kinaray-a, Magindanaw, Maranao, Kapampangan, Pangasinan, Tagalog, Tausug, at Waray. Kumikilala at tumatalima ang proyektong ito sa probisyong pangwika sa Artikulo XIV, Seksiyon 6 ng Konstitusyon ng Filipinas na nagsasabing “Ang wikang pambansa ng Pilipinas ay Filipino. Samantalang nalilinang, ito ay dapat payabungin at pagyamanin pa salig sa umiiral na mga wika ng Pilipinas at sa iba pang mga wika.” Nagpapanukala ito ng isang estratehiya sa pagpapayaman ng wikang Filipino—ang paghalaw mula sa kaban ng bokabularyo ng iba’t ibang wika sa Filipinas upang ilahok sa korpus ng wikang pambansa.
Isang magandang halimbawa ng salita mula sa isang umiiral na wika sa Filipinas ang pay-yo (may varyant na payaw at payew) ng mga taga-Cordillera. Sa mahabang panahon, karaniwang mababása sa mga teksbuk sa araling panlipunan ang bansag na rice terraces o hagdan-hagdang palayan para tukuyin ang ehemplong ito ng katutubong teknolohiyang pang-agrikultura. Kamakailan na lamang naging popular ang paggamit ng salitang pay-yo dahil na rin sa pagtatampok sa konsepto ng wikang Filipino bilang wikang patuloy na nililinang batay sa iba’t ibang wika sa Filipinas.
Ang mga salitang tulad ng pay-yo ay hindi lamang mahalaga dahil sa pagbibigay sa atin nito ng pantumbas sa mga konseptong karaniwang ipinahahayag natin sa wikang banyaga. Higit na makabuluhang itampok ito upang tuluyan at ganap na makilala natin ang ating mga kapatid sa iba’t ibang panig ng bansa at makilala natin ang ating sarili bilang mga Filipino.
Sa pagpapása ng abstrak na hindi lalabis sa 300 salita, kailangang maghanay ang mananaliksik ng mga salitang may natatanging kahulugan sa kultura at kasaysayan ng pinagmumulang etnolingguwistikong pangkat. Kailangang maipaliwanag ang metodong gagamitin sa pangangalap, pagpapakahulugan, at pagbibigay ng halimbawang gamit sa pangungusap o karaniwang pag-uusap. Kailangan ding mapangatwiranan kung bakit mahalagang maging bahagi ng korpus ng Pambansang Wika ang mga salitang ito.
Ang huling araw ng pagpapása ng abstrak ay sa ika-15 ng Pebrero 2013. Ipadala ito kalakip ang pangalan at institusyong kinabibilangan o kinauugnayan ng nagpadala kay Dr. Michael M. Coroza, Direktor ng Ambagan 2013, sa email adres na ito: mcoroza@ateneo.edu. Pormal na ipababatid kung natanggap ang inihaing abstrak sa ika-28 ng Pebrero 2013. Kapag natanggap, dapat na masulat at maipása ang buong papel sa ika-30 ng Abril 2013.
